The Collapse of the 28-Point Peace Initiative for Ukraine: Why Peace Negotiations Continue to Falter

Europe breathed a deep collective sigh of relief on Monday, as the diplomatic emergency caused by the introduction of a new 28-article proposal for achieving ceasefire appeared – momentarily – to have been stabilised. A Washington representative spoke of "notable headway" after Ukraine-US talks in Geneva. On Monday night, Russian leadership made its countermove: a renewed assault of rocket attacks on Kyiv.

The Cycle of Diplomacy and Destruction

The succession of conflicting incidents captured the grim essence of the current period. By day, diplomatic battles are fought: optimistic declarations are released from various governments. Significant resources is allocated on restraining particular approaches. By night, the Kremlin forcefully demonstrates the world that, for them, military action persists as the key method for achieving "settlement".

Nocturnal Warfare

As military strikes progressed into the early hours of Tuesday, the current condition of Ukraine's exposure was exposed. Ukraine is able to track rocket firings from enemy soil, a capacity provided through timely intelligence. From witness perspectives, military aircraft that had been deployed to engage hostile guided weapons streaked across the sky – advanced fighter aircraft delivered to Ukraine by Western partners.

Soon thereafter, Kyiv's anti-aircraft weapons thundered: defensive missiles fired to intercept a Russian ballistic missile. This was a advanced protection mechanism at work, probably provided by allied countries. Every deployment jolts you unexpectedly, rattling buildings. The brief panic quickly gives way to grim resignation: perhaps the approaching threat won't strike its target this time, protecting urban areas from catastrophe and another blackout.

Continuous Dangers

Soon after, a heavy machine gun fired at a aerial vehicle in the vicinity, part of a defensive team – most likely Western-made equipment. Regrettably, the bullets missed the enemy aircraft – it pressed on overhead toward its target.

Periodically, this continued until dawn. Kyiv awoke to the morning news: seven people killed, devastation and utility failures in numerous residences as a result of the evening attack. As typically, everyone still maintained normal activities – experiencing conflict. But those 24 hours demonstrated Ukraine's critical military reliance on international aid – a reliance that neighboring countries are evidently unprepared to fill in the near term.

Ineffective Peace Efforts

The 28-point plan from Washington provoked deep reactions, debate and serious worry – and briefly redirected concern from Ukraine's major integrity crisis in years. Yet, we have experienced comparable situations, after earlier high-level meetings and multilateral gatherings.

Every new initiative from Washington follows the same pattern: a diplomatic cavalry charge against Ukraine, which Kyiv, with allied governments, manages to fend off. They contain the crisis but never actually win the battle. This pattern will, undoubtedly, persist.

Strategic Calculations

It is easy to blame certain parties of persistently promoting Russian terms. But that does not seem to be the complete picture. Washington functions according to a principle well known to international relations experts: you cannot win at the negotiating table what you have been unable to protect through force. The White House assumes that it is impossible to pressure the Kremlin to surrender the land that it currently occupies in Ukraine's occupied territories.

The challenge is that while recognising this factual reality, American administration does minimal to deter Moscow, through words or deeds, from thinking that the current condition will not change more in its favour in the coming year.

Opposing Positions

Therefore, the Kremlin is certain that time is on his side – that Ukraine and its supporters are coming close to fatigue. Their reason to accept conditions that does not give them the largest achievable advantage is close to zero. There may be numerous efforts to stop fighting, but they will carry on as long as Russia's government remains supremely confident in the conclusion.

On the contrary, Ukrainian leadership believes that Ukraine can still endure, progressively conceding civilians and areas but averting a total frontline collapse until circumstances change in its favour.

Current Realities

Factually, there are no genuine requirements for a ceasefire. Now, personal considerations are becoming relevant: political desires to negotiate peace and obtain worldwide acknowledgment, and Kyiv's dual difficulties – on one hand, not to alienate a key ally, and on the other, to rally Ukrainians around the flag against any initiative Kyiv finds unworkable, so that their attention does not shift toward homefront challenges. And although their task will now be significantly challenging after current events, it remains quite doubtful that this will modify their basic position.

These two forces are guiding negotiations.

Assessment and Future

It took a mere seven days to eliminate the proposed articles of the current initiative. Assertive and inconsistent approach of the matter by US administration, resistance by Ukraine and the rest of Europe, along with calming attempts of diplomats, and finally, latest revelations, all did their job.

While new initiatives based on established approaches are approaching, Kyiv, London and other allied nations should reach an essential realization: Ukraine and Europe will only be able to counter political attacks from Washington that are founded on Moscow's terms and reflect certain reluctance to change the course of events, if they stand together and strengthen their defence capabilities at a significantly accelerated rate. If they do, neither external pressure nor military threats will be able to break them. In the meantime, Ukraine's capability to repel nightly air assaults will, for the coming months, largely rely on continued Western support.
